He was one of the important generals of Abdulhamid's era and was born in Manastir. He joined the army in 1843, served in the Third Army and Bosnia, and became a major. In 1876, he was promoted to general for his services during the Bosnian uprising. While serving under Ahmet Eyüp Pasha, he was appointed commander of the Reserve Forces with the rank of lieutenant general and became commander of Shipka, where he was taken prisoner by Russian forces. When it was later discovered that this captivity had been ordered by the palace, Veysel Pasha was acquitted by the Military Court. In 1885, he was appointed Commander of the Second Army with the rank of Marshal. He died upon his return to Istanbul and was buried in Eyüb. He was known as a brave and valuable soldier.
